Do inertial reference frames expand with the universe?

In general relativity cases such as the expanding universe you don't have global inertial frames, you only have locally inertial frames. The frame can only be approximated as inertial for small enough coordinate intervals. If the coordinates you are using cover large enough intervals that they change over time like the coordinates in the most most common expression of the Robertson-Walker metric do, then they can no longer be considered inertial.

I don't know whether what I am about to describe is compatible with today's ideas on physics but I can conceive of a different type of inertial reference frame which sees the universe from a different perspective. Instead of the Universe expanding, all objects in the Universe (for example, galaxies, stars, planets, people, atoms, subatomic particles, the standard units of distance measurement) shrink as the Universe increases it's resolution. The coordinate system of the reference frame would not be based on the standard units of distance measurement but would have a dynamic relationship with the standard units of distance measurement. The average distance between neighbouring super-clusters could be used as a unit of measurement for the coordinate system of the reference frame.
