Who Was This Scientist!help Me Please, Do you know the name of this scientist?

I was watching a series on discovery channel years ago and there was gentleman who invented a machine that looked like a car engine with a huge fan one one side. is used friction-less momentum to rotate the engine . i remember it used only 2 batteries to produce 100x that, if more. then episode then went on to describe how he went to the supreme court and it was sabotaged by them in the 60's or 50's??. so now the guy tours the country with the invention. please if you know who his mane is you will be greatly appreciated.

I have heard it is possible to use two batteries to produce 100, but they have to be male, female, and both heterosexual.

This principle that the Supreme Court requires Federal judges to screen out "speculative or ill-founded science."
