Not necessarily. Our everyday experience in observation of the wave spreading phenomena is affected by the fact, you can observe every mechanical wave by another, reference one (i.e by the light wave), which spreads a much faster. Just try to imagine, what will happen, if you will become forced to use just the waves at the water surface for both the time, both speed measurements and whole possible observations at all!



For example, try to consider a pair of twins, who are swimming on the airbed, who are creating a regular waves and who are counting the number of waves at the sufficient distance. One of twin will remain anchored, while the second one can swim freely. The questions is, if they can measure the same period of time by the same way? If not, then why? If the timeframe will be different, how it will affect the measurement of the wavefront speed? Let's see the DHTML applet and or AVI video for illustration of that situation.
