yes that is the main question we have to answer for exact time understanding
so what do you mean
please answer only with YES or NO

The universe is in a continuous change. A change n gets transformed into a change n+1, the change n+1 into a change n+2 and so on. Clocks measure a frequency, velocity and numerical order of change. Changes do not occur in time, changes occur in space only. Time is not a part of space. In the space there is no past and no future. Past and future belong to the inner time that is a result of neuronal activity of the brain.

zephir answer is YES
time runs into universe as numerical order of material change
universe does not run into time
universe is "over" time
time is "into" universe

neither.

both options imply time is an independent, stand alone thing or dimension, that can either move into the universe or the universe moves through ie is not dependent on the existence of the universe.

both statements mean that time exists if the universe does not exist at all or time will continue to exist if there is no relative motion between the universe and the time dimension

i do not understand how time could exist if the universe did not or the universe did not have relative motion to the time dimension. can anyone explain this ?

both exists, universe and time, no question about that
the case is that time run into universe as a num order of events
universe does not happen into time
time happen into universe
